ATWS is facilitating the event by providing the venue and essential service facilities.
The eight-day workshop, scheduled from October 16 to 23, is being organised by the Home Department of the Central Tibetan Administration (CTA) to strengthen the professional expertise and capacity of TSO Accountants in accounting, financial management, reporting, compliance, and administrative procedures. Around twenty-two Accountants from different Tibetan Settlements across India are attending the workshop.
The inaugural session was graced by the Honourable Home Kalon, Mr. Palden Dhondup la, as the Chief Guest, alongside Home Secretary Mrs. Tsering Youdon la and other senior officials of the Home Department.
Mr. Sonam Topgyal la, Head Accountant, welcomed the gathering and provided an overview of the workshop schedule. Explaining the objectives of the programme, he emphasised the importance of understanding FCRA compliance requirements, strictly adhering to the prescribed guidelines, and meeting project implementation deadlines. He also encouraged participants to clarify their doubts during the workshop to strengthen their professional competence and enhance work productivity upon returning to their respective settlements.
Following the introductory remarks, Chief Guest Home Kalon Mr. Palden Dhondup la delivered the keynote address, focusing on key aspects of professional integrity, systematic accounting, responsible budget utilisation, and the importance of leading a meaningful career in civil service.
Drawing upon his own experiences in civil service, the Home Kalon reflected on how earlier generations, despite having fewer educational qualifications and resources than are available today, faced numerous professional challenges with sincerity, perseverance, and dedication. He encouraged the participants to pursue continuous learning and self-improvement, particularly in view of the growing dependence on the CTA over the past three decades.
Underscoring the importance of a clear and systematic accounting system as the backbone of organisational efficiency, he highlighted the crucial role of accountants in scrutinising expenditure and ensuring the legitimate utilisation of approved annual budgets strictly within the sanctioned limits and the stipulated financial year. He also stressed the need for a sound understanding of foundational accounting principles, including the 17 fundamental account heads, and adherence to the relevant compliance requirements under the Charter.
Emphasising the value of practical experience in public service at the settlement level, the Home Kalon encouraged participants to develop leadership skills through direct engagement with the public. He highlighted mutual trust, cooperation, teamwork, collaborative effort, and self-discipline as essential qualities for effective leadership. He further urged participants to upgrade their technical knowledge, particularly in Artificial Intelligence (AI), to prepare themselves for future leadership responsibilities.
He also emphasised the importance of maintaining professionalism and discipline in everyday conduct. Encouraging participants to make optimal use of the workshop, he urged them to actively engage in the sessions, clarify their doubts, and strengthen both their technical knowledge and practical leadership skills. He concluded his address with special prayers for the participants’ well-being, successful completion of the workshop, and safe return to their respective settlements, equipped with enhanced knowledge and skills to improve their work productivity.
Approximately eleven trainers are conducting the workshop. Apart from representatives of Rana Associates and Mr. Hitesh, the other eight trainers are CTA officials, including Mrs. Tenzin Kunsang la, Mr. Tenzin Khenrab la, Mr. Jampa la, Mr. Kalsang Sichoe la, Mr. Tenzin Namdol la, Mr. Sonam Topgyal la, Mr. Tenzin Dekyong la, and Mrs. Jigme Seldon la.
