PSC Launches 19-Day Implementation Readiness Training Programme for New Recruits of CTA at ATWS, Dharamshala

ATWS Dharamshala, September 3, 2026: The Public Service Commission (PSC) of the Central Tibetan Administration (CTA) has launched a 19-day Implementation Readiness Training Programme (IRTP) for a new batch of recruits, being conducted from 1 to 19 September 2026 at the Administrative Training and Welfare Society (ATWS) in Dharamshala. ATWS is facilitating the programme by providing the venue and necessary service facilities.
The inaugural session was held on the morning of 1 September and was presided over by PSC Chairman Mr. Karma Yeshi la and PSC Secretary Mr. Tenzin Legdup la, in the presence of PSC officials and all thirteen participants.
Welcoming the participants, PSC Secretary Mr. Tenzin Legdup la introduced the trainers and briefed the recruits on the guidelines and expectations of the training programme. He urged them to strictly adhere to the prescribed rules and regulations and to remain attentive, focused, and actively engaged throughout the sessions. Particular emphasis was placed on sessions covering the Tibetan Charter, rules and regulations governing CTA civil servants, and exposure visits to administrative and local administrative offices.
Following the Secretary’s briefing, PSC Chairman Mr. Karma Yeshi la delivered the keynote address, outlining the purpose and significance of the training programme. He emphasized that joining the CTA civil service entails an important responsibility to serve the Tibetan cause and contribute to the welfare of Tibetans in exile, in accordance with the Tibetan Charter and the rules governing civil servants.
The Chairman urged the recruits to remain steadfast and committed to their responsibilities and to serve the Administration in accordance with the vision and wishes of His Holiness the Dalai Lama. He encouraged them to approach their roles with dedication and a strong sense of responsibility, while striving to perform to the best of their abilities wherever they are posted.
He further encouraged the participants to make optimal use of the training programme by actively participating in discussions, asking questions, listening attentively, and remaining open to learning.
The programme is being conducted by approximately twelve in-house trainers from various CTA departments, together with three trainers from Sarah College of Higher Tibetan Studies and one trainer from the Tibetan Centre for Conflict Resolution.
The training covers a broad range of subjects relevant to the functioning of the CTA, including Buddhist philosophy, CTA rules and regulations, project proposal writing, the Middle Way Approach, SEE Learning, Voluntary Tibet Advocacy, annual budgeting, official letter writing in Tibetan, e-filing and cybersecurity, as well as the basic operation of Microsoft Office and Microsoft 365.
The IRTP is designed to provide newly recruited staff with a comprehensive orientation to the structure, functions, procedures, and working practices of the CTA, while equipping them with essential knowledge and practical skills to effectively carry out their duties and responsibilities.
