Newly Elected members of the Tibetan Freedom Movement /Bhod Rawang Denpai Legul (BRDL) Sub Committee receive Chatrel related Orientation Training in Dharamshala.

ATWS Dharamshala, June 20,2024: The Department of Finance, CTA commenced the two-day Chatrel related Orientation Training from June 20 to 21 for around twenty-two participants from eleven different Tibetan Settlements in Himachal Pradesh, at the Administrative Training and Welfare Society ( ATWS) Dharamshala today. ATWS is facilitating the training with venue and service facilities.
Chief Guest Finance Secretary, Mr. Tsering Dhondup la, graced the Opening Ceremony in the presence of the Finance Department’s concerned Officials.
Applauding the voluntary service of the youth volunteers present, he said the current workshop is the first one from an upcoming series of such kind to take place over all Tibetan settlements in India.
Further, referring to the Charter of the Tibetans in Exile, he added that the workshop aims to introduce the Chatrel-related regulations that include the specific rules and regulations regarding the roles & responsibilities of the sub-committee members and the related process & procedures of Chatrel collection and their subsequent submission to the Finance Department.
Secondly, it is to introduce the process & procedure for efficient maintenance and storage of data, as moving forward, this paves the way for efficient review and analysis in the future, as per 16th Kashag’s emphasis on the adoption of a well-defined digitization system .
He then urged the participants to actively participate in the coming days and apply their learnings in work later, like fulfilling one’s duty within the given broader purview of the Rules and Regulations.
The participants are Tibetan Freedom Movement / Bhod Rawang Denpai Legul (BRDL) members elected every three years, the latest members elected just last month in May 2024.There are around seventy five BRDLs across India, Nepal, and Bhutan.
Hailed from a landmark decision taken in the Preliminary General Assembly in 1972 to finance the present and future welfare of the Tibetans with a Chatrel (voluntary contribution) , payment of Chatrel was mandated as the responsibility of all Tibetans in the 11th Assembly of the Tibetan People’s Deputy in 1992 as enshrined in Article 13 of the Charter of the Tibetans in Exile.
The existence of the Chatrel today symbolizes the Tibetan People’s recognition of CTA as their legitimate representative. Chatrel payment exhibits Tibetan People’s Support for CTA’s financial needs until Tibet regains Freedom as officially published earlier.
Chatrel Staff Mr. Kunsang Namgyal la, who anchored the Opening Ceremony, then concluded the session with a vote of thanks.
During the two days, Chatrel Section Head Mrs. Yangchen Dolker la, Data Section Head Mrs. Pema Dechen la, two Chatrel Staff Mr. Kunsang Namgyal la and Mr. Soepa Gyatso la, and Data Unit staff Mrs. Tenzin Kalsang la are leading various sessions on Chatrel related Guideline, Account Keeping and Book Keeping, Green Book Guidelines and Procedures.
