ATWS Dharamshala, November 5, 2026:  A 2 -Day Gender Sensitization Workshop of Women’s Empowerment Desk (WED), Department of Finance Central Tibetan Administration from November 5 to 6, is underway at the Administrative Training and Welfare Society (ATWS). ATWS is facilitating the event by providing the venue and essential service facilities.

The workshop aims to create awareness among the CTA staff on the gender and social inclusion issue.

Finance Kalon (Minister), Mr. Tsering Dhondup la, graced the inaugural session held this morning as the Chief Guest in presence of Trainer Don Hasar, a researcher on Gender, Policy and Inclusion, based in Palampur, H.P. and seventeen CTA officials including two from WED.

In his key-note address, the Finance Kalon (Minister) Mr. Tsering Dhondup la highlighted the significance of gender sensitization in fostering the well-being and upliftment of individuals as well as the community.

Referring to the trainer’s engagement and involvement with the Tibetan community over the past few years, the Kalon said that the trainer’s sound understanding of the community’s needs, coupled with his expertise and practical experience made the workshop particularly relevant.

Underscoring the importance of translating the knowledge gained during the workshop into positive personal transformation, he emphasized the need to develop a better understanding of the society around us and reflect on our own perceptions, attitudes and behaviors.

Further, he encouraged participants to challenge and dismantle deeply ingrained stereotypical mindsets, which are pervasive in society and often give rise to numerous unnecessary problems. He urged them to educate themselves on these issues and become more conscious and responsible in their interactions and relationships with others, as well as in their day-to-day lives. He stressed that this broader purpose of the workshop was equally, if not more, important than merely understanding the technical aspects of the subject.

He further highlighted that such awareness and conduct are integral to the practice of Buddha Dharma and Buddhist principles, particularly the practice of non-violence and compassion towards all sentient beings, who have all been our mothers. He noted that valuable guidance on these principles can be drawn from the rich resources available in Tibetan Buddhist texts.

Concluding his remarks, he reaffirmed the Central Tibetan Administration’s steadfast commitment to promoting gender equality and addressing gender-related issues within the Tibetan community. In this regard, he referred to the gender policy introduced in 2008 and reiterated the commitment reflected in the five-year vision papers of the 16th and 17th Kashags.

This two-day participatory workshop is exploring the relationships between identity, gender, bias, intersectionality, displacement, belonging and institutional responsibility.

Through experiential exercises, group discussions, creative activities and collective reflection, participants will examine how social identities and inequalities shape people’s experiences, including within communities sharing a collective history of displacement.

The workshop will also explore why gender equality and inclusion are essential to collective freedom and how government officials can use their institutional positions to promote equity, dignity and meaningful change.

Throughout the programme, participants will develop a collective Learning Wall, documenting their reflections, questions, insights and proposed actions.
