25th Annual Conference of the Federation of Tibetan Co-operatives in India Ltd. held at ATWS Dharamshala

ATWS Dharmshala, August 31, 2026: The Federation of Tibetan Co-operatives in India Ltd. (FTCI), in close coordination with the Tibetan Handicraft Cooperative Society Ltd., organized its 25th Annual Conference of 15 Tibetan Cooperatives in India from 27 to 30 August 2026.
The Federation also convened its 22nd Annual General Meeting on the eve of the Conference at the Administrative Training and Welfare Society (ATWS), Dharamshala. ATWS facilitated the event by providing venue and related service facilities.
The Conference commenced with an Opening Ceremony held on the morning of 27 August at Sikyong Hall, Central Tibetan Administration (CTA), Dharamshala. The ceremony was attended by Home Kalon Mr. Palden Dhondup la as the Chief Guest and Mrs. Dolma Tsering la, Speaker of the Tibetan Parliament-in-Exile, as the Special Guest.
Following the Opening Ceremony, the Conference continued at ATWS in the afternoon with discussion sessions, which were held over the next four days until 30 August.
The Conference concluded with a Closing Session on 30 August, during which Mr. Pema Delek la, Chairman of the FTCI, delivered his concluding remarks. The Closing Session was graced by the presence of Home Kalon Mr. Palden Dhondup la.
In his closing address, the Home Kalon emphasized the importance of making sincere and dedicated efforts in one’s day-to-day work and professional responsibilities while serving the Tibetan community in exile, until the Tibetan cause is resolved. He particularly highlighted the changing trends in work ethics across generations, especially among the younger generation, and stressed the need to uphold a strong sense of responsibility, commitment, and professionalism.
Expressing concern over the conditions of some existing Cooperatives identified through the Cooperative Survey and Review undertaken in 2023, he called for closer collaboration between the FTCI and the Home Department. He emphasized the importance of ensuring compliance with the rules and regulations of the Government of the host country and translating the resolutions adopted at the Conference into tangible improvements and meaningful outcomes for the Cooperatives.
Drawing upon observations from his personal visits to Cooperatives in various Tibetan Settlements, the Home Kalon also highlighted several areas requiring attention. He noted that these areas were important not only for improving future work productivity and organizational performance but also for fulfilling mandatory legal and regulatory requirements.
Furthermore, he underscored the pivotal role that Cooperative Secretaries can play in enhancing the overall performance and effectiveness of their respective Cooperatives. He stressed the importance of maintaining clear and systematic accounts and adopting a structured approach to coordination with the Federation, the Chairman, and ultimately the Board of Directors. Such an approach, he noted, would contribute to strengthening operational efficiency and good governance, while also encouraging the exploration of innovative strategies and the initiation of suitable enterprises aligned with the nature and objectives of each organization.
The Conference provided a valuable platform for member Cooperatives of the Federation to present their Annual Reports, highlighting their activities, achievements, and progress during the year. The presentations also served to promote financial transparency and accountability, facilitate knowledge sharing, and support the planning of future activities and initiatives.
During the four-day Conference, representatives of the member Cooperatives presented their Annual Activity Reports and Income and Expenditure Statements for the financial year 2025–26. The participants also undertook a comparative review and performance analysis of the respective Cooperatives in accordance with the resolutions adopted during the 24th Annual Conference held in the previous year.
The Conference further provided an opportunity to review the implementation of previous resolutions, identify areas for improvement, share best practices, and discuss potential collaborative initiatives. The minutes and resolutions of the 25th Annual Conference were finalized to establish future goals and priorities. The venue and date for the 26th Annual Conference, to be held in the ensuing year, were also finalized.
Approximately 37 participants representing 15 different Tibetan Cooperatives from different Tibetan Settlements across India attended the Conference.
